In 1973, the current Seventh Region was formed by the provinces of Curico, Talca, Linares and Maule. Were appointed as heads of a state of emergency area for each of the provinces, commanders of the respective regiments.

The Governments were formed in place of detention of prisoners, from where they were referred to other venues after being subjected to interrogation and torture. This happened in the Constitution, where a significant number of detainees was in that place in September 1973. Research barracks were also used as places of detention of political prisoners. Also, virtually all the prisons of cities and towns were used as places of detention
permanent or transit.

In the Seventh Region was the DINA and the CNI which functioned as centers for interrogation and torture. It is important to note that not all venues used by these organisms were possible to identify due mainly to the conditions in which prisoners were taken and remained in these places.

According to testimony received by the Commission in 1975 the DINA interrogated prisoners in the Infantry Regiment N ° 16 de Talca, and between 1980 and 1981, the CNI interrogated Artillery School Linares. DINA was established that used a compound known as Casa de Parral, in charge of the Regional Intelligence Brigade (BIR), located in Ignacio Carrera Pinto street No. 262, in the city of Parral. Also during the years 1975 and 1976 were mentioned, for example, the following locations: Site Rodeo de Talca, Maule Fundo Puente, La Hacienda and San Javier Patronal House. Prisoners
by the DINA were mostly transferred to Santiago, usually Villa Grimaldi, Tres Alamos and Cuatro Alamos.

A single enclosure of the INC was officially recognized in 1984 by Supreme Decree N º 594, which was also used as torture center by the DINA 1975 and 1976. However, in the testimonies of former prisoners of central reference was made to several others. Among them were mentioned in Cauquenes a house, another house in Linares, a compound they called The Triangle, in the city of Talca, San Carlos and the mill in the town of Curico.
