In 1973 the province of Valparaiso, which included the present province of Quillota was under the command of the First Naval Zone, as Head of State of Emergency Zone. In the province of Aconcagua provinces of San Felipe and Los Andes, was appointed Head of State of Emergency Zone Commander of Yungay Regiment, based in the city of San Felipe. The army took control of the province of San Antonio, which depended on Santiago, and also materially Quillota, where the military government functioned.

Green Gables began to operate before the publication of Decree Law No. 521 that created oficialmente1 in 1974. It also established the existence of several campuses of the DINA used between 1974 and 1977: an enclosure on the slope Zapata, a house in El Quisco, on Ocean Drive, and cabins located on the north shore in Rocas de Santo Domingo. According to accounts in these facilities detainees were held incommunicado and blindfolded all the time. Were taken out of their cells for interrogation and torture.
